Higher education institutions

Of the 17 local degree-awarding institutions in Hong Kong, three are ranked in the world’s top 50 and Asia’s top 10 by the Quacquarelli Symonds University Rankings 2013-14. Nine are publicly funded and eight are self-financing institutions. Admission Requirement

Institutions in Hong Kong enjoy a high degree of autonomy in admission of students, and admission requirements may vary between different institutions. Some institutions will invite applicants to attend interviews. You are advised to read the course information provided by institutions carefully and contact the institution(s) you intend to apply for if you need further advice and clarification.Generally, the main documents students should provide include the following:

A secondary school graduation certificate;
Proof of satisfactory results in your country's Leaving or Aptitude exams;
If English is not your mother tongue, you will need to take the TOEFL (Test of English as a Foreign Language), IELTS (International English Language Testing System), or equivalent exams.

Academic degrees

The Government strives to provide multiple study pathways for secondary school leavers, with multiple entry and exit points. Some of them will study bachelor's degree programmes. Some will choose to study sub-degree programmes. Upon graduation, they can pursue study in top-up degree programmes and obtain their undergraduate qualifications.Apart from undergraduate programmes offered, students can also choose a wide diversity of sub-degree programmes, various continuing and vocational programmes that best suit their interests and ability.There is also a wide array of taught and research postgraduate programmes for students who have graduated from their undergraduate studies to choose from.

Research Opportunities

Higher education institutions in Hong Kong also provide quality research. They emphasize inter-disciplinary and inter-institutional collaboration in research activities.The Hong Kong Government established the Research Endowment Fund in 2008, which provides a stable source of funding for research conducted by the higher education sector in Hong Kong.To attract both outstanding local and non-local students to pursue PhD studies in Hong Kong, The Hong Kong PhD Fellowship Scheme was launched in 2009. The scheme provides a monthly stipend and a conference and research-related travel allowance per year will be provided for a period up to three years. Accommodation

Once you are admitted by our institution, you may start making your accommodation arrangement. In Hong Kong, non-local students can opt for on- or off-campus accommodation. You are advised to contact the Residence Office or Student Affairs Office of your institution directly to explore the accommodation options available for you.

On-campus Accommodation

The hostel policy for non-local students varies among institutions. For University Grants Committee-funded institutions, non-local undergraduate students are normally offered hostel places for at least two years during their study period, probably the first two years of study. Some institutions even offer hostel places for the entire duration of study.

For on-campus accommodation, unless you opt for a single room, you will be made to share a room with local students or other non-local students of the same gender, as part of our institutions’ efforts to help you make friends and assimilate into university life. If you want to save money and travelling time, on-campus accommodation is the best choice for you.

Here, the fee for on-campus living ranges from HK$5,000 to HK$15,000 per semester, which varies from institution to institution. Besides, most hostels do not provide bed sheets and pillows. Please grasp your own set of linens from our shops before moving in.

As demand for student hostels is huge, you are advised to arrange your accommodation as early as possible if you plan to live on-campus.

Off-campus Accommodation

There has been a surge in the number of non-local students studying in Hong Kong in recent years. Given the limited hostel places, institutions may not be able to allocate a hostel place to each and every non-local student.

For those who cannot secure a hostel place, private rental accommodation is always an alternative. Living off-campus is more expensive than on-campus. The rental for off-campus accommodation could be in the range of HK$8,000–15,000 a month depending on the size, location and type of accommodation. Usually, places in the vicinity of university campuses are difficult to acquire and more expensive than those farther away. If you want to save money, you may consider sharing the house with a few room-mates.

If you choose to live off-campus, you should commence your search well in advance to your arrival. Some institutions would offer assistance in providing information on off-campus accommodation. You may contact their Residence Office or Student Affairs Office for more details.

Cost of Living

Foreigners may think that, in a bustling metropolis such as Hong Kong, life doesn't come cheap. Rent, food, clothing, and other necessities should be on a par with the likes of New York or London. This is only partially true, as you will be able to find some bargain buy or cheap but tasty food somewhere. Besides, transportation, telecommunications and public healthcare here cost significantly less than many countries in Europe or North America. Furthermore, student discounts are available for essentials, such as Octopus cards (see Transportation) or even arts and cultural events. With careful planning and price comparison, you can make the most of your Hong Kong experience and still have a plenty of dollars left for extras like travel and fancy dinners out.

Except paying the tuition fee for your study, you also have to prepare the budget for other academic expenses as well as your daily living in Hong Kong.

If you live in University-provided residence halls or hostels, you’ll pay a modest HK$5,000 (about US$650) to HK$15,000 (around US$2,000) per semester; expect to pay that much per month if living off-campus. You should allow for HK$30,000 to HK$50,000 (US$3,900 to US$6,500) per year for other living costs, including food, leisure, transportation, and personal items, depending on how extravagantly you plan to live.

Student visa for Hong Kong

Visas

Once you have been accepted by an institution, you must get a student visa or entry permit.* All non-local students need one, whether they come for an exchange programme or full-time studies. In general, non-local students should nominate a local sponsor, which can either be the educational institution granting the acceptance or an individual, and provide the necessary supporting documents. Normally, the Immigration Department requires the following documents, while further supporting documents and information in connection with the application may still be required when necessary. It will normally take six weeks to process a visa or entry permit application for study upon receipt of all the required documents - apply as far in advance as possible!

(I) Documents to be submitted by the applicant:

Application for Entry for Study in Hong Kong (ID995A)
Your recent photograph (affixed on page 2 of the application form ID 995A)
Photocopy of your valid travel document
Photocopy of your Hong Kong identity card (if any)
A letter of acceptance from the education institution
One of your parents should authorize the sponsor or his/her relative/friend in the HKSAR to be your guardian. A consent letter duly signed by both the guardian and one of your parents should be produced (if you are under the age of 18)
Photocopy of proof of your accommodation arrangement (if you are under the age of 18)
Photocopy of proof of your financial support, e.g. bank statements, savings account passbooks, tax receipts and salary slips (if the sponsor is the education institution)

(II) Documents to be submitted by the sponsor:

(III) Submission of application:

You can submit your application forms and supporting documents in one of the following ways -
- By post directly or through the local sponsor in the HKSAR to the Receipt and Despatch Sub-Unit, Hong Kong Immigration Department, 2/F, Immigration Tower, 7 Gloucester Road, Wan Chai, Hong Kong;
- Applicants residing in overseas countries or territories may submit their application forms together with the relevant supporting documents and their valid travel documents in person to the nearest Chinese diplomatic and consular mission in their place of domicile; or
- Holders of foreign passports who are living in the Mainland China may submit the application forms together with all supporting documents to the Immigration Division of the Office of the Government of the HKSAR in Beijing or the Immigration Division of the Hong Kong Economic and Trade Office in Shanghai.
Applications from Chinese residents of the Mainland should be submitted to the Immigration Department through the education institution (the sponsor) granting the acceptance.

* Please contact your institution for visa information upon admission. Individual institutions will help non-local students apply for their visas or entry permits, or even complete the process for them.

If you take up studies in a full-time locally-accredited local or non-local post-secondary programme, you will normally be granted a length of stay in line with the normal duration of your study programme, subject to a maximum period of six years upon entry and the validity of the travel document held. For those studying other courses, they will normally be granted permission of stay for 12 months upon entry or in accordance with the duration of their studies, whichever is shorter. You may apply for extension of stay, if necessary, within 4 weeks before their limit of stay expires to continue their study in the HKSAR. Such applications will be considered only when the applicants continue to meet the eligibility criteria for entry for study. Extension of stay, if approved, will normally be on a yearly basis or in accordance with the duration of their studies, as appropriate.

To attract and retain talents so as to strengthen Hong Kong’s competitiveness and long term economic development, we welcome our non-local students to stay here after graduation. We have put in place a favorable policy, called the Immigration Arrangement for Non-local Graduates (IANG) for non-local fresh graduates to stay in Hong Kong for 12 months after graduation without any restrictions to seek jobs. For more specific advice on your development after graduation, you may consult the Careers and Placement Office of your institution for assistance. Besides, you can obtain comprehensive employment information from the Labour Department of the HKSAR Government, including employment legislation, employee rights and benefits, as well as job vacancies, etc.

Youth Employment Start (Y.E.S.) (administered by the Labour Department) provides one-stop advisory and support services on employment and self-employment to youngsters aged between 15 and 29. It provides support to young people to start their career on right track, enhance their employability, facilitate them to access the latest labour market information and help them secure a firm footing in the labour market for sustainable development.

There are numerous scholarships available to support your studying and living here in Hong Kong. So please don’t miss any of them when planning your study!

A number of scholarships and awards are offered by the HKSAR Government, post-secondary institutions and other public or private organisations to assist non-local students finance their education in Hong Kong. Some are available solely for non-local students, and others are awarded on a competitive basis to all students regardless of nationality or residency status.

Scholarships/awards for non-local students -

The Hong Kong Special Administrative Region Government Scholarship recognises the achievements of outstanding local and non-local students studying in the eight University Grants Committee-funded universities, the Hong Kong Academy for Performing Arts, and the Vocational Training Council. The scholarship is HK$80,000 (approximately US$10,300) per year for non-local students.

The Self-financing Post-secondary Education Fund provides scholarships to outstanding local and non-local students pursuing full-time locally-accredited self-financing sub-degree or bachelor’s degree programmes. The scholarship is HK$80,000 (approximately US$10,300) per year for non-local recipients of Outstanding Performance Scholarship.

The Hong Kong PhD Fellowship Scheme aims to attract the best and brightest students from around the world to pursue PhD programmes in Hong Kong. The Fellowship Scheme provides an annual stipend of HK$301,200 (approximately US$38,600) and a conference and research-related travel allowance of HK$12,600 (approximately US$1,600) per year for each awardee for a period of three years. For awardees who need more than three years to complete the PhD degree, additional support may be provided by the chosen universities.

Scholarships for students from countries/regions along the Belt and Road -

The Belt and Road Scholarship is established with a view to attracting more outstanding students from countries/regions along the Belt and Road to pursue full-time publicly-funded university studies in Hong Kong. All awardees would receive a scholarship to cover their tuition fees. The Scholarship will expand to cover all Belt and Road countries*, as well as research postgraduate students in the 2019/20 academic year. Interested students should submit applications for admission to the publicly-funded local degree-awarding institutions.

(i) Belt and Road Scholarship (Designated Countries)

The Scholarship is open to students from Indonesia, Malaysia, Thailand and Myanmar to pursue first-year full-time publicly-funded undergraduate studies in Hong Kong. Details of the respective schemes are as follows:
